DPR Approves Rp 224 Billion Budget Increase for Human Rights Ministry
The House of Representatives’ (DPR) Commission XIII has approved a request for additional budget from the Ministry of Human Rights (HAM). The approval was granted for the budget increase for the human rights promotion and enforcement programme, but not for other areas.
“We approve the additional budget for the promotion and enforcement of HAM programme, but we do not approve it for management support,” said Commission XIII Chairman Willy Aditya during a working meeting with the Ministry of Human Rights on Wednesday, 17 June 2026.
The indicative ceiling for the Ministry of Human Rights for 2027, as set by the Ministry of Finance, is Rp 728.1 billion, with details of Rp 248.9 billion allocated for the human rights promotion and enforcement programme and Rp 480.3 billion for management support.
Minister of Human Rights Natalius Pigai explained that the proposed budget increase for the management support programme was necessary because this year his agency has recruited 500 new employees, bringing the total number of staff to 1,800. The issue is that the budget for these new employees’ salaries was not included in the established indicative ceiling. Consequently, he proposed a total budget increase of Rp 492.9 billion.
Of that total proposed increase, Pigai detailed that Rp 224.9 billion would be used for the human rights promotion and enforcement programme, while Rp 267.9 billion would be allocated for management support.
During the approval process, the PDIP faction rejected the budget increase for the Ministry of Human Rights. Commission XIII member Rieke Diah Pitaloka stated that the proposal did not comply with regulations. According to her, Presidential Regulation Number 156 of 2024, particularly Articles 4 and 5, stipulates that the Ministry of Human Rights’ task is to conduct governmental affairs in the field of human rights through the P5 HAM programme. However, in this proposed budget increase, the PDIP faction observed that the composition submitted did not reflect the ministry’s core priority of enforcing services. “The PDIP faction declares that the proposed budget increase of Rp 492.9 billion cannot be approved yet,” Rieke said.
