DPR Approves Additions and Status Changes to 68 Priority Prolegnas Bills for 2026
JAKARTA, Indonesia — The House of Representatives of the Republic of Indonesia (DPR RI) has approved additions and status changes for a number of draft laws within the National Legislative Programme (Prolegnas) Priority 2026. With this decision, the total number of bills in the 2026 Priority Prolegnas is set at 68. The long-term Prolegnas for the 2025-2029 period stands at 198.
Deputy Speaker Saan Mustopa asked, in the DPR plenary session at the DPR Building, whether the Legislation Board (Badan Legislasi) report on the evaluation of changes to the 2026 Priority Prolegnas could be approved, to which members replied in unison with their approval.
Chairman of the DPR’s Legislation Body (Baleg), Bob Hasan, explained that the evaluation was conducted jointly with the Ministry of Law and Human Rights and the DPD’s Drafting Committee for Legislation in a working meeting on 15 April 2026. He detailed several changes in the Prolegnas, from the addition of new bills, changes in where initiatives originate, to changes in the titles of certain drafts.
“The omnibus housing and settlement bill (No. 183), which was initially government-initiated, is now an issue initiated by the DPR within the third amendment to the 2025-2029 Prolegnas,” he said.
Bob Hasan noted that the DPR added four new bills as initiatives in the Priority Prolegnas 2026. In addition, there were changes to the titles and the alignment of several other bills within the national priority list.
“The title of the bill on Asset Auctions, No. 35 (DPR-initiated), has been changed to simply ‘Auction.’ And the Bill on Customary Law Communities, No. 40, has been changed to the Bill on Indigenous Peoples,” he explained.
The Gerindra politician also stressed changes in the status of several bills that were previously government-initiated. “The Civil Procedure Code (No. 46) and the Narcotics and Psychotropics Bill (No. 47), which were initially government-initiated, are now DPR-initiated in the second amendment to the 2026 Priority Prolegnas,” he noted.
“The Prolegnas Prioritas 2026 evaluation does not discuss or list an open cumulative RUU list,” he added.
Bob Hasan concluded by saying that all changes were agreed upon with the government and the DPD. “Based on the agreement and taking into account the input from the working meeting of the DPR’s Legislation Body with the Ministry of Law and Human Rights and the DPD’s Drafting Committee, the number of RUU in the 2026 Priority Prolegnas second amendment stands at 68,” he said.
