DPR Approves 4 Efficiency Measures for MBG Programme, Potentially Saving Rp40 Trillion

Commission IX of the Indonesian House of Representatives (DPR) has agreed to four efficiency measures for the Free Nutritious Meal (MBG) programme presented by the National Nutrition Agency (BGN). The efficiencies are expected to save the state budget up to approximately Rp40 trillion.

Commission IX member Zainul Munasichin assessed that the efficiency scheme outlined by the new BGN leadership is very good. “If we look at the efficiency scheme, there are four points presented, I think the impact of the savings will be very significant,” Zainul stated in a written statement on Friday.

Zainul explained that the previous BGN leadership had proposed a budget allocation of Rp270 trillion for the MBG programme in 2027. This figure was an increase of Rp2 trillion from the 2026 budget of Rp268 trillion. However, next year’s budget is predicted to be significantly reduced due to the savings measures being implemented by BGN under the leadership of Nanik S Deyang. Zainul is confident the efficiencies will be substantial. “During the meeting, BGN committed to us that they will make savings of at least Rp40 trillion, including for this year. This year, BGN is also conducting an exercise for savings and the figure is likely to be almost the same,” he said.

Commission IX has given BGN two weeks to complete the efficiency calculations. A follow-up hearing will be held next week to discuss the finalisation of the savings to be applied to the MBG programme. “They requested time, and we agreed on two weeks,” Zainul said.

Zainul outlined the first efficiency measure presented by BGN, which involves evaluating the number of beneficiaries. One option discussed is that MBG will no longer be provided to all senior high school (SMA) students or equivalent, a group numbering around 11 million people. Secondly, BGN plans to reduce the frequency of MBG distribution. Whereas previously meals were provided for 25 days a month, or six days a week, the programme will now only run from Monday to Friday, totalling approximately 20 days. Under this scheme, MBG will also not be distributed during national holidays or school holiday periods. The third measure concerns incentives for the Nutritional Fulfilment Service Units (SPPG). Commission IX agreed that the previously uniform incentive of Rp6 million should be evaluated and adjusted proportionally based on the number of beneficiaries served.
