DPR and Home Affairs Ministry Strengthen Population Data for Targeted Social Protection
Synergy between the Indonesian House of Representatives (DPR RI) and the Ministry of Home Affairs (Kemendagri) continues to be strengthened to ensure population data can serve as a foundation for accurate and well-targeted social protection.
This strengthening was one of the focuses of the Dukcapil Rebranding activity: Proactive Population Verification Outreach for Social Protection in Balikpapan City, East Kalimantan, on Thursday, 6 August 2026.
Member of Commission II of the DPR RI, Edi Oloan Pasaribu, emphasised that data strengthening must go hand in hand with a paradigm shift in service delivery. Dukcapil, he said, must not merely wait for the public to come forward, but must actively reach out to residents facing access and distance constraints.
“Population agencies must not only wait for residents to report. The state must be present and actively go directly into the field,” said Edi.
He expressed hope that collaboration between the DPR RI, Kemendagri, and regional governments would grow stronger, so that the integration of population data and proactive outreach services can deliver services that are closer, easier, free, inclusive, and supportive of well-targeted social protection.
Director of Population Apparatus and Civil Registration Development at Kemendagri, Erliani Budi Lestari, said data strengthening must be accompanied by a transformation of service processes. The use of Digital Population Identity (IKD) and biometric verification can serve as instruments to ensure the identities of benefit recipients are accurately validated.
The process includes registration, identity verification, cross-agency data integration, eligibility determination, objection mechanisms, and digital data updating.
“All these stages are designed so that services become more transparent, accountable, easily accessible, and able to minimise errors in aid distribution,” said Erliani.
Erliani stressed that digital transformation must remain inclusive by providing assistance for communities with limited devices or digital literacy.
She appreciated the Balikpapan City Government, which is considered to have a strong commitment to transforming Dukcapil services. Based on the Semester II 2025 assessment, Balikpapan obtained a score of 89.47 with a Good category, while East Kalimantan achieved 90.00 with a Very Good category.
Balikpapan also received the Perlinsos Dukcapil Prima Award at the Dukcapil National Coordination Meeting and Semester I 2026 Data Release for the highest face recognition transaction achievement for social protection.
