DPR Accelerates Online Ride-Hailing Law as Personal Data Protection Law to be Amended

Jakarta — The DPR has approved changes to the National Legislation Programme (Prolegnas) for the 2026 Priority Bills and the 2025-2029 Prolegnas in a plenary session at the Parliament Complex on Wednesday (20 May 2026). Citing Detik.com, 68 bills are set to be fast-tracked and will be the government and DPR’s main focus in 2026, while the mid-term Prolegnas for 2025-2029 comprises 198 bills. Of the 68 bills, several relate to technology, digital matters and cybersecurity.

One is the Bill on Amendments to Law No. 27 of 2022 on Personal Data Protection. Its revision is expected to strengthen the governance of public data and address new challenges in the digital economy and AI. Another is the Bill on Cyber Security and Resilience; this act will strengthen the national digital defence system as cyber-attack threats continue to rise.

Next is the Broadcasting Bill, which is likely to regulate the ecosystem of digital media, streaming platforms, and internet content. A Bill on Online Transport is also included in the Prolegnas. This will provide the legal basis for those working in app-based services such as online ride-hailing and digital couriers. There is also a Bill on the Protection of Gig Economy Workers. Lastly, the One Data Indonesia Bill could strengthen data integration across government agencies.
