DPD Supports Prolegnas Bills Aligned with Green Legislation Concept

The Speaker of the Regional Representative Council (DPD) has stated that the council supports a number of bills in the House of Representatives (DPR) included in the National Legislation Programme (Prolegnas) because they are in line with the green legislation concept initiated by the DPD. He made this statement during his speech at the Joint Session of the DPR and DPD 2026 at the Parliament Complex, Senayan, Jakarta, on Friday (14/8/2026).

Initially, the Speaker spoke about the idea of Green Democracy. “To answer these challenges, the DPD RI is promoting the idea of Green Democracy. As an idea that balances political development with social, economic and ecological sustainability,” he said.

He explained that the paradigm within this idea is to ensure that today’s development does not become an ecological problem for future generations. The Green Democracy concept being promoted is also expected to encourage a more cost-effective democracy. “A paradigm to ensure that today’s progress does not become an ecological debt for future generations. Green Democracy must also encourage our democracy to be more efficient,” he stated.

For this reason, he expressed appreciation for a number of bills that the DPR has placed on the Prolegnas list. All of these bills, he said, are in line with the green legislation he is championing. “Among them are the Bill on Archipelagic Regions, the Bill on Climate Change Management, the Bill on Indigenous Peoples, the Bill on Amendments to the Regional Government Law, the Bill on Regional Languages, the Bill on Regionally-Owned Enterprises (BUMD), and the Bill on Amendments to the Aceh Governance Law,” he said. “All of these DPD RI initiative bills are part of the Green Legislation we are promoting,” he added.

Furthermore, the Speaker explained that the Bill on Archipelagic Regions has been proposed by the DPD since 2017. The bill has now entered the Prolegnas. “Since 2017, the DPD RI has proposed the Bill on Archipelagic Regions in every National Legislation Programme, year after year, tirelessly. That long struggle has now borne sweet fruit. The bill has officially been included in the 2026 Priority Prolegnas,” he said.
