The Secretary General of the DPD RI, Mohammad Iqbal, has affirmed that analysis and evaluation must become a work culture that fosters the emergence of a professional, accountable, adaptive and value-oriented bureaucracy.

He made the remarks whilst opening the June 2026 Analysis and Evaluation Meeting, which also marked the close of its implementation for the first semester of 2026 within the Secretariat General of the DPD RI.

Iqbal said the event served as a moment to strengthen a culture of evaluation as part of organisational learning and continuous improvement. The first six months of 2026 constituted an important period for the Secretariat General of the DPD RI in building a new work culture that treats evaluation as a means of learning, self-improvement and enhancing the quality of organisational performance.

“Analysis and evaluation are not merely administrative obligations, but management instruments that allow us to know whether every programme, every budget, every service and every business process is genuinely running on target and delivering benefits to the organisation,” Iqbal said in a statement on Wednesday (29 July 2026).

According to him, a modern bureaucracy is no longer required merely to comply with regulations, but must also be able to demonstrate tangible results, deliver impact and provide increasingly high-quality public services.

For that reason, he said, the results of the analysis and evaluation must serve as the nexus connecting the entire Bureaucratic Reform agenda, from strengthening the Government Agency Performance Accountability System (SAKIP) and the Government Internal Control System (SPIP), to improving the quality of budget execution, reinforcing the Merit System, building Integrity Zones, and enhancing public service quality, information transparency and digital transformation.

Furthermore, Iqbal stressed that all of these Bureaucratic Reform indicators ultimately converge on an organisational culture that is disciplined, accountable, collaborative and results-oriented.

He also urged all work unit leaders to make evaluation a tool of organisational control as well as a basis for decision-making and for improving the quality of services to the leadership, members of the DPD RI and the wider public.

On the occasion, the Secretary General of the DPD RI also expressed his appreciation to all work units for their commitment and dedication throughout the first semester of 2026. He noted that the awards presented were not solely intended for the units with the highest scores, but also served as a form of recognition for leadership, collaboration, discipline, innovation and consistency in building an excellent work culture.

In closing his address, Iqbal invited all members of the Secretariat General of the DPD RI to continue making evaluation a culture, accountability a character, integrity an identity and service the primary goal.

“I am confident that if we continue to nurture this spirit, the Secretariat General of the DPD RI will become ever more professional, adaptive and accountable, and capable of providing the best support for the constitutional duties of the DPD RI,” he concluded.

At the same event, the Bureau of Organisation, Membership and Personnel (OKK) was named the best work unit in the First Semester 2026 Awards after winning two accolades at once: first place in the Best Performance Achievement for the first semester of 2026 and the highest honour, Best of the Best Performance Achievement.

Besides the OKK Bureau, second place in the Best Performance Achievement for the first semester of 2026 went to the Planning and Finance Bureau, whilst third place was secured by the Centre for Regional and Budget Studies.
