Malang, East Java (ANTARA) - Committee I of the Regional Representative Council (DPD) RI assesses that the implementation of Law No. 22 of 2022 on Community Rehabilitation requires comprehensive oversight to effectively accommodate the needs and challenges faced by regions.

“Oversight of the implementation of the Community Rehabilitation Law must be carried out comprehensively and continuously, while also serving as a means to absorb aspirations from the field. So that policies at the central level align with the needs and challenges in the regions,” said Chairman of Committee I of DPD RI, Andi Sofyan Hasdam, during a meeting with the ranks of the East Java Regional Office of the Directorate General of Corrections (Ditjenpas), in Malang City, East Java, on Monday.

He explained, referring to Article 2 of Law No. 22 of 2022 on Community Rehabilitation, there are three objectives of the community rehabilitation system, namely providing guarantees of protection for the rights of detainees and children.

Then, improving the personality and independence of inmates so that they realise their mistakes, improve themselves, and do not repeat criminal acts, so that they can be re-accepted by the community environment, live normally as good citizens, law-abiding, responsible, and actively participate in development.

Furthermore, providing protection to the public from repeated criminal acts.

The meeting between the senators and the East Java Ditjenpas Regional Office appeared to be an important momentum for absorbing aspirations and observing real conditions in the field.

DPD RI also compiled inputs regarding the problems faced by each correctional institution in East Java.

The various inputs gathered will serve as material for evaluation in formulating policies at the national level.

Overcrowding

Meanwhile, the Head of the East Java Ditjenpas Regional Office, Kadiyono, conveyed the challenges currently still faced by correctional institutions, such as the issue of overcrowding in correctional institutions which impacts the implementation of guidance and security supervision.

In addition, the limitations of facilities and infrastructure to support the optimisation of tasks in correctional institutions.

Nevertheless, said Kadiyono, these obstacles do not hinder his staff in improving the quality of services and guidance for inmates.

“This presentation is an important basis for understanding the real conditions of rehabilitation in East Java,” he stated.
