DPD RI Says Inspectorate Function in Central Java Regional Governments is Problematic Amid Surge in KPK Sting Operations

Amid a surge in sting operations (OTT) by the Corruption Eradication Commission (KPK) targeting regional heads in Central Java, Regional Representative Council (DPD RI) member Abdul Kholik has called on Governor Ahmad Luthfi to strengthen the function of inspectorates at both the provincial and district/city levels. Kholik, who represents Central Java, expressed deep concern over the number of regional heads caught in corruption stings, noting that five regents have been arrested this year alone, making the province the highest in the country for such cases. Beyond the high costs of electoral politics, Kholik identified the suboptimal performance of inspectorates as a key factor enabling corruption. He revealed that many inspectorates in Central Java’s regencies and cities are currently led by acting officials, with some positions remaining temporary for up to two years, indicating that local governments are not prioritising the strengthening of these oversight bodies. Kholik further argued that a structural problem exists because inspectorates work under the mandate of the regional heads, making it difficult for them to provide objective advice on governance issues. He urged the Governor to focus on appointing definitive officials to these roles and to instruct all regional governments to do the same.
