DPD RI, BRIN, and ICMI Collaborate to Prepare Artificial Intelligence Bill

The Regional Representative Council of the Republic of Indonesia (DPD RI), the National Research and Innovation Agency (BRIN), and the Indonesian Muslim Scholars Association (ICMI) have committed to establishing cooperation in research, studies, and the drafting of a Bill related to Artificial Intelligence (AI). This collaboration will be formalised through a Memorandum of Understanding (MoU) between the three institutions.

“As a legislative body, we in the leadership of the DPD RI feel the need to cooperate with research institutions and civil society organisations that focus on the formulation of national policy. BRIN and ICMI possess the capacity and experience in policy-making agendas based on research or evidence-based policy,” stated Sultan in a written statement on Monday (21/09/2026).

This was conveyed by the Chairman of the DPD RI, Sultan Baktiar Najamudin, following a visit from the Head of BRIN and General Chair of ICMI, Prof. Arif Satria, to the DPD RI Office in Senayan, Jakarta.

Sultan revealed that the rapid development of technology and global dynamics mean there are still several policy needs that the state cannot yet fully meet.

“One example is the rapid development of AI technology, which is transforming almost all patterns of economic and social activities within society. Therefore, together with BRIN and ICMI, we believe that the state must intervene to regulate AI so that it does not become a disaster for the nation’s civilisation,” he emphasised.

Furthermore, Sultan urged the government to pay special attention to the massive scale of AI development.

“AI indeed provides various conveniences for the public, including in the workforce and various other fields. However, if it is not controlled constitutionally, there are concerns that AI could instead become a threat and cause a social crisis in the future,” he explained.

Sultan stated that the DPD RI will involve BRIN and ICMI in the studies for drafting the Bill, which is a future initiative of the DPD RI.

“Involving research institutions and civil society organisations is not only to fulfil the principle of meaningful participation, but also to ensure that the DPD RI obtains a more complete scientific perspective in every legislative process, ensuring it does not conflict with the religious values and culture of the Indonesian nation,” he concluded.
