Downstreaming Contribution to Investment Hits 30%, Mineral Sector Still Dominant
Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM) Rosan Perkasa Roeslani stated that the contribution of investment in the downstreaming sector has continued to increase in recent years. In the first half of 2026, downstreaming investment contributed nearly 30% to total national investment realisation, up from around 24–25% in 2023. Rosan said this trend shows that the government-driven downstreaming agenda is increasingly attracting investors, both domestic and foreign.
According to Rosan, downstreaming investment is still dominated by the mineral sector, which recorded a value of Rp206.5 trillion. This is followed by the plantation and forestry sector at Rp54.4 trillion, oil and gas at Rp35.4 trillion, and fisheries and marine at Rp3.8 trillion. He said the government will continue to encourage the expansion of downstreaming into sectors beyond minerals.
Rosan added that downstreaming investment remains concentrated outside Java. From the total downstreaming investment realisation in the first half of 2026, approximately 75.7%, or Rp227.3 trillion, was located outside Java. He noted that this condition reflects the large potential of natural resources in various regions that serve as the basis for developing processing industries. Foreign investment still dominates downstreaming, with a value of Rp212.8 trillion, while domestic investment was recorded at Rp87.3 trillion. Rosan concluded that the trend shows downstreaming is increasingly becoming a main driver of national investment growth, while simultaneously promoting more equitable economic development outside Java.
