Investment in the downstream sector continues to show an upward trend and has become one of the main pillars of national investment realisation. During the first half of 2026, downstream investment realisation was recorded at Rp 300.1 trillion, growing 6.9 per cent year-on-year. This achievement contributed 29.7 per cent to the total national investment realisation of Rp 1,010.6 trillion for the semester. Minister of Investment and Downstreaming Rosan Perkasa Roeslani stated that the contribution of downstream investment to total national investment has continued to increase in recent years. Rosan believes the upward trend in downstream investment will persist as more value-added natural resource processing projects are undertaken, both by domestic and foreign investors. Based on sector, downstream investment remains dominated by the mineral sector with a value reaching Rp 206.5 trillion. This investment came from nickel commodities at Rp 71 trillion, bauxite at Rp 53.8 trillion, copper at Rp 37.4 trillion, iron and steel at Rp 30.2 trillion, silica sand at Rp 5.9 trillion, and other commodities at Rp 8.2 trillion, which includes tin, gold, silver, cobalt, manganese, coal, Buton asphalt, and rare earth elements. Meanwhile, downstream investment in the oil and gas sector reached Rp 35.4 trillion, comprising crude oil at Rp 26.4 trillion and natural gas at Rp 9 trillion. The fisheries and marine sector recorded investment of Rp 3.8 trillion, covering commodities such as salt, tuna, skipjack, mackerel tuna, shrimp, seaweed, swimming crab, and tilapia. Geographically, downstream investment remains concentrated outside Java. Investment outside Java reached Rp 227.3 trillion, or 75.7 per cent of total downstream investment, while Java accounted for Rp 72.8 trillion, or 24.3 per cent. The five regions with the largest downstream investment realisation were Central Sulawesi at Rp 56.1 trillion, North Maluku at Rp 53.9 trillion, West Java at Rp 25.8 trillion, West Nusa Tenggara at Rp 23.5 trillion, and East Java at Rp 17.5 trillion. By source of investment, downstreaming is still dominated by Foreign Direct Investment with a value of Rp 212.8 trillion, contributing 70.9 per cent to total downstream investment. Domestic investment was recorded at Rp 87.3 trillion, or 29.1 per cent. Rosan added that the government will continue to encourage the expansion of downstreaming into sectors beyond minerals, such as plantations and forestry, oil and gas, and fisheries and marine, so that investment contributions do not rely solely on mineral commodities.
