JAKARTA, KOMPAS.com — The practice of paying for parking twice has occurred again in the Blok M area, Kebayoran Baru, South Jakarta. Visitors have once more become victims amid the proliferation of unauthorised parking attendants (jukir) operating at various points. However, this issue is not solely about the parking attendants, but also involves a lack of information on official parking, weak area management, and ineffective enforcement of regulations. Complaints arose following the circulation of a video on social media showing the activities of unauthorised parking attendants in front of a row of shophouses. “I’ve already paid Rp 5,000, they say you don’t pay over there, but here you do. It’s not about the money, sir, but the honesty,” said the video recorder, as quoted by Kompas.com on Wednesday (1/4/2026). A joint team from the South Jakarta Transportation Sub-District Office (Sudinhub) and the Civil Service Police Unit (Satpol PP) descended on the location. At least 10 unauthorised parking attendants were recorded and asked to sign statements promising not to repeat their actions. The Head of Sudinhub South Jakarta, Bernard Pasaribu, emphasised that his side would take firm action if similar practices recur. “There are 10 unauthorised parking attendants who have been recorded and given statements not to carry out illegal collections,” said Bernard. One unauthorised parking attendant, Sara (55), admitted to having been recorded by officers but continued her activities. “They just asked for a photo of my ID card, then said not to force visitors to pay,” said Sara. She claimed she never forced visitors to pay, as the money given was usually voluntary as a token of thanks. The lack of information on official parking locations often traps visitors into using illegal parking.
