Dony Oskaria Reveals Changes in State-Owned Enterprise Management Following the Establishment of Danantara
Jakarta, CNBC Indonesia — The Head of the Regulatory Agency for State-Owned Enterprises and Chief Operating Officer of Badan Pengelola Investasi Daya Anagata Nusantara (Badan Pengelola Investasi) Dony Oskaria spoke openly about the current management of state-owned enterprises. He explained this during a talk at the Jogja Financial Festival at Jogja Expo Center, Daerah Istimewa Yogyakarta, on Saturday (23/5/2026).
「There have been very significant changes in the management of our state-owned enterprises,」 he said.
Sebelumnya, menurut Dony, pengelolaan BUMN berdiri sendiri-sendiri. Hal itu, lanjut dia, tidak banyak diketahui orang.
“Sebelumnya, the management of state-owned enterprises stood independently of one another. He added that this arrangement was not widely known.”
“Sebetulnya kementerian BUMN itu tidak memiliki, bukan pemilik daripada BUMN, tetapi Kementerian BUMN hanya punya kuasa kelola,” ujar Dony.
“Actually, the Ministry of State-Owned Enterprises does not own them; it does not own the state-owned enterprises, but only has the authority to manage.”
“Tetapi kemudian akibat daripada pengelolaan yang tidak terintegrasi satu sama lain. Itu kemudian banyak BUMN-BUMN kita menghadapi permasalahan tidak bisa dibantu, tidak bisa diselamatkan,” lanjutnya.
“But due to the lack of integrated management across entities, many of our BUMN faced problems because they could not be helped or rescued.”
Mantan Wakil Menteri BUMN itu lantas mengungkapkan banyak BUMN yang dikenal publik. Akan tetapi, satu per satu mengalami sejumlah permasalahan.
“The former Deputy Minister of SOEs noted that many well-known BUMN existed, yet one by one they faced a number of problems.”
“Mungkin kita mengenal dulu banyak BUMN-BUMN terkenal. Kalau di Bandung itu ada PT INTI yang sangat terkenal, sekarang menghadapi persoalan mungkin akan kita tutup juga. Kemudian ada Jakarta Lloyd yang dulu kita mengenal sangat besar. Krakatau Steel dan lain sebagainya,” kata Dony.
“We may recall many famous BUMN. In Bandung there is PT INTI, which is very famous, now facing problems and may even be closed. Then there is Jakarta Lloyd, which we used to know as very large. Krakatau Steel and others,” said Dony.
“Tetapi karena tidak ada mekanisme untuk membantu satu BUMN dengan BUMN lain, menyebabkan sulit untuk kita melakukan perbaikan. Karena labanya Pak Hery (Direktur Utama BRI Hery Gunardi) di BRI, labanya Pak Anggoro (Direktur Utama BSI Anggoro Eko), Pak Nixon (Direktur Utama BTN) tidak bisa dipergunakan untuk membantu perusahaan yang lainnya,” lanjutnya.
“But because there was no mechanism to help one BUMN with another, it was difficult to implement improvements. Because the profits of Mr. Hery (BRI’s President Director Hery Gunardi) at BRI, Mr. Anggoro (BSI’s President Director Anggoro Eko), Mr. Nixon (BTN’s President Director) could not be used to assist other companies,” he added.
Kemudian, singkat cerita, lahirlah Danantara Indonesia selaku Sovereign Wealth Fund Indonesia. Menurut Dony, hampir di semua negara maju memiliki Sovereign Wealth Fund yang bertujuan membantu percepatan daripada pembangunan di suatu negara.
Then, in short, Danantara Indonesia was born as Indonesia’s Sovereign Wealth Fund. According to Dony, almost all developed countries have a Sovereign Wealth Fund aimed at accelerating development in a country.
“Kenapa mereka bisa membantu pembangunan? Karena sebagian besar kelebihan daripada pendapatan negara diinvestasikan melalui Sovereign Wealth Fund. Nah di Indonesia, Danantara itu bedanya adalah kita State Owned Enterprise Base Sovereign Wealth Fund, yaitu Sovereign Wealth Fund yang dibangun berdasarkan kepada State Owned Enterprise, konsolidasi daripada BUMN-BUMN,” ujar Dony.
“Why can they help development? Because the majority of the surplus government revenue is invested through a Sovereign Wealth Fund. In Indonesia, Danantara is different: it is a State-Owned Enterprise-based Sovereign Wealth Fund, i.e., a Sovereign Wealth Fund built on State Owned Enterprises, consolidating the BUMN.
Hal tersebut mempermudah pengelolaan BUMN. Sebab, BRI hingga PLN menjadi satu holding company.
This makes the management of BUMN easier, as BRI to PLN becomes a single holding company.
“Dengan satu holding company sekarang itu mudah bagi kita untuk melakukan proses penyehatan daripada perusahaan-perusahaan kita,” katanya.”
“With one holding company now it is easier for us to undertake the turnaround of our companies,” he said.
