Don't fish in murky waters

The economic crisis has caused prices of staple foods to
skyrocket. It is regrettable that in this difficult situation
certain merchants have resorted to something that has greatly
affected consumers' emotions.

In one supermarket, for example, purchases of goods are
restricted. One shopper is allowed to buy a maximum of 3 bars of
bath soap, 6 packets of instant noodles, three tubes of
toothpaste and so forth.

After reading the notice on this purchase limitation,
consumers will feel greater panic. They will try to purchase as
many goods as possible and ask their friends or members of their
family to buy the goods in any way, as long as the stipulation on
limited purchases is fulfilled.

This leads me to suspect that shopkeepers have intentionally
put up the limited-purchase notice as a trick to create panic
buying among consumers. Overwhelmed by panic and by a fear that
supplies will run out, consumers will be all to ready to engage
themselves in a race to buy all the goods available, no matter
how unreasonably high the prices have become.

Traders must not intentionally fish in murky waters. Don't
engage in delinquent acts which may disadvantage consumers and
create panic among the public.
