JAKARTA, KOMPAS.com - The Indonesian House of Representatives (DPR RI) approved the Witness and Victim Protection Bill (RUU) into law during a plenary session on Tuesday (21/4/2026).

The approval was marked by the gavel strike by DPR RI Speaker Puan Maharani after hearing approval from all plenary session participants.

“Has the time come for me to request approval from the factions on the Witness and Victim Protection Bill, whether it can be approved to become a law?” asked Puan while leading the plenary session at the DPR RI Building.

“Agreed,” the session participants answered in unison.

In his report, Andreas explained that the RUU PSK is part of the 2025–2026 Priority National Legislation Programme (Prolegnas) proposed by Commission XIII of the DPR. The discussion of this bill began after the DPR received Presidential Letter Number R-06/Pres/02/2026 dated 6 February 2026.

Commission XIII then conducted a series of discussions with the government, including a working meeting on 30 March 2026 involving several ministers.

In that meeting, the government submitted the List of Problem Inventory (DIM) consisting of 492 DIMs for the main body and 227 DIMs for the explanations.

Commission XIII also held a General Public Hearing (RDPU) with academics and the Indonesia Judicial Research Society on 7 April 2026 to strengthen the substance of the bill, particularly regarding the institutional aspects of the LPSK and the governance of the Victim Endowment Fund.

In addition, the Drafting Team (Timus) and the Synchronisation Team (Timsin) discussed editorial aspects, before the results of the discussions were agreed upon in a working meeting with the government on 13 April 2026.

“Commission XIII hopes for and requests approval from the DPR RI Plenary Session today on the said Bill to become a Law and subsequently to be submitted to the President,” said Andreas.

In his report, Andreas also outlined several key points in the law. The RUU PSK consists of 12 chapters and 78 articles, with several substantive enhancements.

Some main points include the expansion of the scope of protection not only for witnesses and victims, but also for perpetrator witnesses, reporters, informants, and experts.

This bill also regulates the provision of compensation to victims, particularly for victims of gross human rights violations, human trafficking, terrorism, and sexual violence, if the perpetrators are unable to provide restitution.

On the other hand, it also regulates the establishment of the Victim Endowment Fund to finance compensation and victim recovery, as well as the formation of a special task force by the LPSK to carry out protections more effectively.
