JAKARTA, KOMPAS.com - The Domestic Workers’ Protection Law (UU PPRT) regulates religious holiday allowances (THR) for domestic workers (PRT). THR is one of the 14 rights for domestic workers outlined in the UU PPRT, which was passed by the House of Representatives in a plenary session on Tuesday (21/4/2026). “Domestic workers are entitled: f. to receive religious holiday allowances in the form of money in accordance with the Agreement or Employment Contract,” states Article 15 paragraph (1) letter f of the confirmed draft UU PPRT, Tuesday. “Employers are obligated: a. to pay wages and religious holiday allowances in accordance with the amount and payment time in the agreement or in accordance with the Employment Contract,” states Article 18 of the UU PPRT draft. In addition, domestic workers are entitled to social security for health and employment as regulated in the UU PPRT. Social security for health and employment are two of the 14 rights for domestic workers outlined in Article 15 paragraph (1) of the UU PPRT draft. “To receive health social security in accordance with the provisions of laws and regulations,” states Article 15 paragraph (1) letter g of the UU PPRT draft. Furthermore, in Article 16 paragraph (1) of the UU PPRT draft, contributions for health social security or BPJS Health for domestic workers are borne by the central and regional governments. “The health social security contributions as referred to in Article 15 letter g are given to domestic workers as recipients of premium assistance borne by the Central Government or Regional Government in accordance with the provisions of laws and regulations,” states Article 16 paragraph (1) of the UU PPRT draft. However, for domestic workers who are not included as premium assistance recipients (PBI) of BPJS Health, their health social security contributions are borne by the employer.
