JAKARTA, KOMPAS.com - The Working Committee (Panja) of the House of Representatives’ Legislation Body (Baleg) has officially finalised the deliberation of the Domestic Workers’ Protection Bill (RUU PPRT), consisting of 12 chapters and 37 articles.

“The Domestic Workers’ Protection Bill has been agreed upon in the Panja meeting, overall comprising 12 chapters and containing 37 articles in a structured manner, from Chapter 1 on general provisions to the closing provisions,” stated the Chairman of Baleg DPR RI, Bob Hasan, during a working meeting on Monday evening (20/4/2026).

“The Domestic Workers’ Protection Bill is an initiative proposal from the DPR RI. The Panja has intensively discussed the inventory of problems list (DIM) submitted by the government, totalling 409 DIMs,” he explained.

From the total of 409 DIMs, the breakdown includes 261 fixed DIMs, 55 editorial DIMs, 23 new substantive DIMs, and 19 deleted DIMs.

According to the Panja, all these DIMs have been resolved in the deliberation process.

Bob Hasan explained that several important materials have been agreed upon in this bill, including:

  1. Regulations on the protection of domestic workers (PRT) based on familial principles, respect for human rights, justice, welfare, and legal certainty.

  2. Recruitment of PRT can be carried out directly or indirectly.

  3. Any person assisting with household-related work based on customs, kinship, family, education, or religion is not considered as PRT as regulated in this law.

  4. Indirect recruitment of PRT by P3RT can be conducted through offline or online mechanisms.

  5. PRT are entitled to health social security and employment social security.

  6. Prospective PRT are entitled to education and vocational training from the central government, regional government, or PRT placement companies.
