Domestic Workers Protection Bill Draft: Relationship Between Domestic Workers and Employers Must Be Based on Employment Agreement

The Domestic Workers Protection Bill (RUU PPRT), which has been passed into law, stipulates that the employment relationship between domestic workers (PRT) and employers must be based on agreement and a work contract.

This stipulation is directly regulated in Article 1 paragraph (5) of the UU PPRT, which was approved by the DPR in a plenary session on Tuesday (21/4/2026).

“The Employment Relationship of PRT, hereinafter referred to as the Employment Relationship, is a socio-cultural and economic relationship between PRT and the Employer based on agreement or work contract,” states the confirmed draft of Article 1 paragraph (5) of the UU PPRT, on Tuesday.

There is also the Placement Company for PRT (P3RT), which is a legal entity business that has obtained a business licence to provide PRT placement services.

The agreement and consensus between PRT and the employer are regulated to ensure that the rights and obligations of both parties are legally binding.

“The PRT Placement Cooperation Agreement, hereinafter referred to as the Placement Cooperation Agreement, is a written agreement between the P3RT and the Employer that contains the rights and obligations of the parties in the context of PRT placement and protection,” states Article 1 paragraph (10) of the UU PPRT draft.

In the work contract with the employer and/or P3RT, it includes provisions on wages, working hours, and leave for domestic workers.

Meanwhile, the protection of domestic workers in the UU PPRT draft is based on six principles: familial ties; protection; respect for human rights; justice; welfare; and legal certainty.

“The Protection of PRT is all efforts to guarantee the respect and fulfilment of PRT’s rights and to obtain a sense of security, free from violence, discrimination, and violations of PRT’s rights,” states Article 1 paragraph (3) of the UU PPRT draft.
