Domestic Worker Protection Bill to Regulate BPJS for Domestic Workers and Define the Legal Status of Recruitment Agencies

Chairman of Commission XIII of the Indonesian House of Representatives (DPR RI), Willy Aditya, outlined developments in drafting the Domestic Worker Protection Bill (RUU PPRT). He disclosed several provisions to be accommodated in the RUU PPRT. Willy began by explaining the current status of the RUU PPRT. He said the bill is an initiative of the DPR and is being redrafted from scratch. ‘In the past there was already surpres and DIM (daftar inventarisasi masalah) – but this one is being redrafted. This new one, yes, is from the start, redrafted, so it is a DPR initiative right. In this redrafting process,’ Willy said when contacted on 4 March 2026. He later explained that the RUU PPRT will accommodate several public demands, especially from domestic workers. He cited the first point as protection for domestic workers. ‘Satu, perlindungan. Karena di masa sekarang masih banyak proses yang terjadi seperti perbudakan ya, itu. Itu yang paling harus diberikan wanti-wanti tidak boleh ada perbudakan modern,’ he said. Then, Willy noted that the RUU PPRT will also address the legal status of placement agencies for domestic workers. He said recruiters must have a legal status. ‘Bagi mereka yang disalurkan oleh penyalur tenaga kerja itu harus berstatus badan hukumlah. Kan selama ini yayasan semua itu. Nggak boleh dong, mereka bisnis kok pakai cover yayasan. Nggak boleh. Jadi itu bagi mereka yang disalurkan melalui penyalur tenaga kerja itu harus diberi kepastian hukum, mereka harus berbadan hukum gitu,’ he said. Next, Willy said the RUU PPRT will address BPJS rights for domestic workers. ‘Yang ketiga sebenarnya apakah, kan selama ini bagi mereka ini kan kalau sakit, kalau segala macam, kan tidak ada BPJS ya. Nah, apakah itu mereka akan kita masukkan dalam gugus PBI (Penerima Bantuan Iuran),’ he said.
