Domestic Worker Protection Bill to Make BPJS Kesehatan and BPJS Ketenagakerjaan Prerequisites for Recruiting Domestic Workers

JAKARTA — The Legislative Body (Baleg) of the Indonesian House of Representatives has stated that the Domestic Worker Protection Bill (RUU PPRT) will regulate mandatory participation in BPJS Health and BPJS Employment (Ketenagakerjaan) when recruiting domestic workers. Baleg Chairman Bob Hasan said the provision would be included as a primary condition in the clause governing the employment relationship between domestic workers and employers. ‘BPJS Ketenagakerjaan and BPJS Kesehatan have become a requirement in the article of the RUU PPRT. We have invited the Ministry of Manpower and BPJS, and this will be a primary condition for the agreement between worker and employer,’ he said on Friday (6 March 2026).

Bob emphasised that the provision is one of the key points to strengthen protection for domestic workers in the RUU PPRT and is a particular concern for the DPR leadership.

Background: The RUU PPRT has been proposed since 2004 and is seen as a urgent legal umbrella to protect workers in the domestic sector. Domestic workers operate in private settings, limiting government oversight, which makes them vulnerable to discrimination, exploitation, and even violence.

Since 2004, the RUU PPRT has consistently been included in the National Legislative Programme during each DPR period. Yet, by the end of the 2019-2024 DPR term, the regulation had not been enacted.

On International Labour Day at Monas Field, Jakarta, Thursday (1 May 2025), Prabowo said the discussion on the RUU PPRT would begin soon in the DPR. ‘We will soon pass the Domestic Worker Protection Bill. Deputy Speaker of the DPR, Mr Sufmi Dasco Ahmad, who was present, reported to me that next week this Bill will soon begin to be discussed,’ Prabowo said at the time.
