Dogiyai Unrest, Papua Komnas HAM: Six People Dead
The Secretariat of the National Human Rights Commission (Komnas HAM) Representative for Papua has issued an initial report regarding the unrest that occurred in Dogiyai Regency, Central Papua, some time ago.
Head of the Komnas HAM Papua Secretariat, Frits Ramandey, stated that based on preliminary reports received by his institution, there were six fatalities from the incident.
“There are five civilians and one police personnel who died,” Frits said when confirmed by Tempo via text message on Tuesday, 7 April 2026.
Frits cautioned that this number is still an initial or dynamic report. The process of data validation and investigation will be conducted by Komnas HAM Papua in the coming days.
He said that on Wednesday, 8 April 2025, Komnas HAM Papua has scheduled a meeting with the victims’ families and civilians to delve deeper into any elements of human rights violations in the Dogiyai unrest.
“On Wednesday, we will go to Nabire and continue to Dogiyai,” Frits stated.
At the end of last March, the situation in Moanemani, Dogiyai Regency, felt tense. The cause was the police discovery of the body of Brigadir Dua Juventus Edowai in a ditch at Ebenezer Church, Moanemani. The Dogiyai Police Resort member is believed to have died from sharp weapon slashes.
Citing a Tempo report titled “A Tense Easter in Dogiyai” published on 6 April 2026, it mentioned that police searched Dogiyai settlements following the discovery of their member’s body. Police even shot, killing three people, and injuring others.
One of the civilian fatalities was a 70-year-old woman and an 11-year-old boy. The woman was shot while cooking in the kitchen.
Indigenous Mee Pago community figure and Dogiyai resident, Okto Pekei, said the police actions caused panic among residents. Some residents tried to resist by blocking the Trans-Papua road access to limit police movement.
Neither the National Police Headquarters nor the Central Papua Regional Police have disclosed details on civilian casualties or the shooting motive.
However, the National Police Headquarters has deployed 148 combined personnel to Central Papua, including 100 Brimob personnel, 10 personnel from the Intelligence and Security Agency (BIK) team, and 20 personnel from the Bareskrim team.
