The accumulation of waste in the Cilincing area of North Jakarta has drawn significant public attention. Judistira Hermawan, a member of Commission D of the DKI Jakarta Regional House of Representatives (DPRD) from the Golkar faction, is urging the DKI Jakarta Provincial Government to take firm action against the companies involved, including pursuing criminal charges.

Judistira conveyed this directly to the Head of the DKI Jakarta Environmental Agency (DLH), Dudi Gardesi, during a meeting on the General Budget Policy and Provisional Budget Ceiling Priorities (KUA-PPAS) for the 2026 fiscal year, held in the Commission D meeting room at the DPRD DKI Jakarta building on Friday, 14 August.

The chairman of the DPRD DKI Jakarta Waste Management Special Committee stated that companies proven to have caused environmental damage can be prosecuted under applicable regulations. He urged the DLH to act immediately.

“Mr Dudi, regarding the illegal waste disposal site in Cilincing, what is to be done? Has there been any coordination on this? Because if not, the special committee will go there directly,” said Judistira Hermawan, as quoted on Wednesday, 19 August 2026.

He revealed that the Waste Management Special Committee will soon conduct an unannounced field inspection. Judistira stated that a private company had allowed the waste problem in Cilincing to persist, creating a tangled mess.

“There appears to be negligence on the part of the landowner, PT Granito. It is impossible for a company to own 5.6 hectares of land and then allow waste to come and go for years without any meaningful management,” he said.

Judistira also urged the DLH to charge the company under criminal provisions related to environmental damage.

“So this can be subject to criminal charges, because there is environmental damage there that he has allowed to happen,” he said.

“Let us work on this together, Mr Dudi. Not just the vendors. But I think if he owns the land, then allows it, and is even involved, this is part of environmental destruction,” he added.

At least five companies have been fined by the DKI Jakarta Provincial Government. The sanctions were imposed because the five waste transport service providers were proven to have operated without proper permits.

The first company sanctioned was PT Sinar Berdikari Cemerlang Idaman (SBCI). In addition to a fine of Rp 10 million, the DLH issued a first written warning to the company.

SBCI admitted that the vehicle recorded in the video belonged to their fleet. The inspection found employee housing and a parking area for the company’s waste transport vehicles near the disposal site.

The DLH subsequently sanctioned four more companies: PT Mapanji Kamila Graha, PT Samhana Indah, PT Arie Karya Utama, and PT Pradana Sukses Prima. The sanctions were imposed after the companies were summoned and examined.

“The Governor’s directive is very firm. Illegal waste dumping practices must not be tolerated. Four companies have been examined and acted upon today, but the handling does not stop here,” said Dudi Gardesi in his statement on Friday, 14 August 2026.

The fines are based on Article 131 paragraph (1) of Regional Regulation No. 3 of 2013, as amended by Regional Regulation No. 4 of 2019. The first written warning was issued under Article 21 paragraph (1) letter a of DKI Jakarta Governor Regulation No. 102 of 2021 concerning Waste Management Obligations in Areas and Companies.
