DKI Provincial Government to Install AI Photo Detection Feature in Jaki

The Jakarta Provincial Government will strengthen supervision of the Jakarta Kini or Jaki complaint application system to prevent manipulation of response photos using artificial intelligence or AI.

The Head of the Jakarta Communication, Informatics, and Statistics Agency, Budi Awaluddin, stated that this strengthening of the Jaki system is to prevent photo manipulation such as that which occurred in Kalisari sub-district, East Jakarta.

“In the future, there will be enhancements such as stricter photo validation, the use of direct documentation from the field, and the development of features to detect potential manipulation/fraud/AI,” said Budi when contacted on Thursday, 9 April 2026.

Budi emphasised that the regional government will also impose sanctions if manipulation of complaint reports in the system is proven. To maintain the integrity and trust in Jaki, the public can also provide feedback in the form of ratings and reviews after the report is followed up.

“We also encourage device leaders to be more concerned and active in monitoring every incoming report,” he said. “We ensure that every public report remains a priority and we will continue to maintain the quality and integrity of its handling.”

Based on data from the Jakarta Communication, Informatics, and Statistics Agency throughout 2025, the Jaki application received 179,486 reports with a resolution percentage of 97.7 per cent or 175,438 reports. As for data from the beginning of 2026 until 9 April, 63,085 reports were received with a resolution percentage of 91.7 per cent or 57,874 reports.

The Jakarta Provincial Government’s complaint application came under scrutiny after a sub-district employee in Kalisari, East Jakarta, was suspected of manipulating citizen complaint responses with AI-generated or imitation intelligence photos. This case emerged after a post circulated regarding a wild parking report via the Jaki application that was stated as completed. However, the report was accompanied by a photo suspected to be the result of AI processing.

Jakarta Governor Pramono Anung Wibowo has asked his ranks to find the perpetrator who created and uploaded the AI-generated photo in the wild parking handling report on the Jaki application. “If blaming the PPSU also won’t work, the PPSU certainly isn’t the one who did or manipulated the AI. What I ask to be investigated in depth is to find out who did it and then uploaded it,” said Pramono at Jakarta City Hall on Tuesday, 7 April 2026.

The Jakarta Provincial Government then deactivated the Head of Kalisari Sub-district, East Jakarta, after an audit by the Inspectorate found allegations of manipulation in handling citizen complaints on Jaki using AI. Jakarta Provincial Inspector Dhany Sukma said the examination was carried out systematically based on government internal audit standards.

“The results of this examination serve as the basis for corrective actions and strengthening supervision,” he said in an official statement, quoted on Wednesday, 8 April 2026.

Based on the audit results, the Inspectorate recommended to the East Jakarta Mayor to deactivate Siti Nur Hasanah from her position as Head of Kalisari Sub-district. In addition, two sub-district officials—the Head of the Government Section and the Head of the Economy and Development Section—were given disciplinary sanctions and guidance.

Sanctions were also imposed on three Public Facilities and Infrastructure Handling Officers (PPSU) who were proven to be involved. They will be subject to actions in accordance with the provisions in their work contracts.
