DKI Provincial Government and BPIP Strengthen Pancasila Curriculum in Educational Units
REPUBLIKA.CO.ID, JAKARTA — The implementation of Pancasila Education is being further strengthened at the educational unit level in line with the policy of making it a mandatory national subject. The government is targeting the use of the main textbook as a standard instrument to align materials, methods, and understanding of national values in schools.
The DKI Jakarta Provincial Government, together with the Pancasila Ideology Development Agency (BPIP), held a socialisation event on Pancasila Education learning and the optimisation of the use of the Main Textbook (BTU) at the DKI Jakarta City Hall on Tuesday (7/4/2026). The event was aimed at school principals and Pancasila Education teachers.
This socialisation is a follow-up to Government Regulation No. 4 of 2022, which establishes Pancasila Education as a mandatory subject from primary to secondary levels. In its implementation, the BTU is used as a reference for materials compiled jointly by BPIP and the Ministry of Education, Culture, Research, and Technology.
The Pancasila Education BTU is designed for students and teachers, with a focus on strengthening understanding of values, the history of its formulation, and Pancasila’s position as the basis of the state and the nation’s way of life. The materials also include learning approaches to make them more contextual in the classroom.
BPIP Head Yudian Wahyudi stated that the event emphasises the strengthening of Pancasila’s substance as well as the optimal utilisation of the textbook in educational units.
“The strengthening of Pancasila values for school principals and Pancasila Education teachers is the main focus, along with the optimisation of the use of the Main Textbook (BTU) for Pancasila Education,” said Yudian in his remarks.
In the short term, the government targets all public schools in DKI Jakarta to start using the Pancasila Education BTU in the 2026/2027 academic year. Additionally, the strengthening of Pancasila materials will be expanded to teachers across subjects.
The follow-up programme includes the development of an integrated curriculum that combines Pancasila Education, religion, and Indonesian language, particularly at primary and lower secondary levels. The government is also preparing forums for discussions on Pancasila thought, democracy, and Pancasila economics for upper secondary levels.
For the medium term, the use of the BTU is targeted to expand to private and international schools in the 2027–2028 period. The strengthening of Pancasila values will also be extended to all educational levels, including early childhood education and special needs schools.
In addition, the institutionalisation of Pancasila values is planned to be incorporated into student organisation activities in schools as part of character building.
Through these steps, the government is promoting consistency in Pancasila learning in schools while strengthening the internalisation of national values among students.
