DKI Provincial Government Accelerates Legalisation of Menara Samawa in East Jakarta, Residents Now Have Legal Certainty

The DKI Jakarta Provincial Government, through the regional-owned enterprise Perumda Pembangunan Sarana Jaya, has begun handing over ownership legalities to residents of Menara Samawa in Nuansa Pondok Kelapa, East Jakarta. Forty residents participated in the signing of Deeds of Sale (AJB) and certificate name transfers on Thursday (7/5/2026). Director of Development at Perumda Sarana Jaya, Arjo Baroto, stated that the AJB and name transfer process is part of accelerating the resolution of housing legalities for residents. “The implementation of AJB and name transfers is concrete evidence of our commitment to providing legal certainty to the residents,” said Arjo, quoted from Antara on Friday (8/5/2026). Additionally, Sarana Jaya also considers the readiness of the beneficiaries, including from financial and family condition aspects. “We also assess the readiness of the beneficiaries or residents, both from a financial perspective and family readiness,” he said. Chairman of the Supervisory Board of Perumda Pembangunan Sarana Jaya, Rio Berto Sidauruk, stated that a house is not just a place to live, but also the foundation of community life. “A house has two philosophies: as a place of life and a place to start earning a livelihood. Life and livelihood begin from the home,” said Rio. Previously, the DKI Provincial Government through Perumda Pembangunan Sarana Jaya provided affordable housing while helping to reduce the housing backlog in the capital. Currently, Sarana Jaya provides subsidised housing in two locations: Menara Samawa in the Nuansa Pondok Kelapa area, Duren Sawit, East Jakarta, and Menara Kanaya in the Nuansa Cilangkap area, Cipayung, East Jakarta. The programme is aimed at low-income communities (MBR) with incomes equivalent to the Regional Minimum Wage (UMR) up to a maximum household income of Rp14.8 million. In addition to being required to have a DKI Jakarta ID card, recipients of the programme must also be confirmed not to own a house, proven by a certificate from the local sub-district. The DKI Provincial Government’s affordable housing programme previously came under scrutiny after a video on social media showed 0% down payment housing units in the Pondok Kelapa area being sublet as boarding houses. Therefore, the DKI Provincial Government continues to encourage supervision so that the affordable housing programme is truly utilised by residents who need housing in Jakarta.
