DKI Jakarta Regional House of Representatives identifies 15 buildings lacking SLF, including hotels, universities and hospitals

JAKARTA, KOMPAS.com – The Special Committee on Parking Management of the DKI Jakarta Regional House of Representatives summoned building owners to discuss Functional Suitability Certificate (SLF) compliance during a working meeting at the DKI Jakarta DPRD building on Tuesday, 26 May 2026. Results showed that 15 out of 23 buildings were found to lack or have not renewed their SLF. ‘We invited 23, but five did not attend today. Of those present, 15 do not have the SLF,’ said Jupiter, chair of the Parking Special Committee, on Tuesday. He noted that many buildings’ SLF permits have expired but not yet renewed. Jupiter explained that the SLF is crucial to ensure buildings remain fit for use and have adequate safety systems in case of disasters or fires. He added that hotels, hospitals, universities, shopping centres, and office buildings must ensure their structures are safe for the public, guests, and workers. He stated that many building owners remain negligent in obtaining the SLF despite it being mandated under the Building Act. The DKI Jakarta DPRD Parking Special Committee has called on the Cipta Karya, Spatial Planning and Land Affairs Department (Citata) to enforce stricter measures against building owners who have not secured the SLF. Jupiter said buildings without an SLF could face administrative penalties up to operational shutdowns. The committee also requested that penalties be imposed progressively, starting from SP1 to SP3. If building owners still fail to obtain the SLF, the structures may be sealed. ‘If building owners continue to neglect processing the SLF, SP2 will be issued immediately, followed by SP3,’ Jupiter said. He stated that building owners have been given approximately three weeks to complete the SLF application process. Jupiter listed several affected buildings, including Horison Arcadia Mangga Dua Hotel, Sunlake Sunter Hotel, Holiday Inn Express Thamrin, Hermina Jatinegara Hospital, Esa Unggul University, Bina Nusantara University (Binus), Hamka University, and Citywalk Gajah Mada.
