DKI Jakarta Provincial Government Fines Illegal Waste Dumpers Rp5 Million Each
The DKI Jakarta Provincial Government, through the Environmental Agency (DLH), has conducted an investigation into illegal waste dumping on Jalan H. Tabah, Dukuh, Kramat Jati, East Jakarta. Based on the findings, several parties involved have been subjected to administrative fines in accordance with applicable regulations.
Head of the DKI Jakarta Communication, Informatics, and Statistics Agency (Diskominfotik), Marulina Dewi, stated that the investigation revealed the involvement of several parties with different roles, ranging from receiving and transporting to illegally dumping debris and waste.
“Administrative sanctions have been imposed on parties proven to have committed violations in accordance with applicable regulations. Law enforcement will continue to be carried out consistently as part of efforts to realise orderly and sustainable waste management,” Marulina said on the DKI Jakarta Provincial Government’s website on Thursday (6/8/2026).
According to her, the transportation and disposal of waste at locations not designated as waste management sites (TPS) is not a minor offence. Waste dumping is considered to pollute the environment, disturb residents’ comfort, and increase the risk of health issues and fires, thus it must be dealt with firmly.
“This law enforcement aims to build compliance while preventing repeat violations. Waste must be sorted and managed according to regulations, not dumped in locations not designated as waste management sites,” Marulina stressed.
Based on the investigation results, three perpetrators were subjected to administrative sanctions under Article 130 paragraph (1) letter d of Regional Regulation Number 3 of 2013 concerning Waste Management. The first perpetrator, Agus Setiyo, who was tasked with guarding the land, admitted to receiving waste, including construction debris, from other parties using a pickup truck. Agus Setiyo was fined Rp5 million and has settled his obligation as of 4 August 2026.
Following further investigation, the DKI Jakarta Environmental Agency summoned two other perpetrators, Tri Joko and Habib, who were involved in transporting and dumping the waste at the location. Tri Joko explained that he ran a waste transportation service, including construction debris, from various locations based on customer orders. Meanwhile, Habib stated that he transported the waste using a pickup truck without a waste transportation permit. The waste was then dumped on land in Kampung Dukuh, Kramat Jati, which is not designated as a waste management site.
“For these violations, Tri Joko and Habib were each fined Rp5 million, which must be paid to the regional treasury in accordance with regulations,” Marulina explained.
In addition to law enforcement, the DKI Jakarta Environmental Agency has installed signs prohibiting waste dumping and increased surveillance at the location. This measure is taken to ensure the land is not reused as an illegal dumping site.
The DKI Jakarta Provincial Government emphasised that any violation of waste management regulations will be processed according to the law. Law enforcement will continue to ensure that all parties manage waste through official services and to prevent the emergence of illegal waste dumping sites in Jakarta.
“We urge the public, business operators, contractors, and transportation service providers to manage waste responsibly through official facilities. The DKI Jakarta Provincial Government will not tolerate illegal waste dumping practices that harm the environment and the community,” Marulina added.
The DKI Jakarta Provincial Government confirmed that law enforcement is carried out objectively and impartially. In line with this process, the DKI Jakarta Inspectorate is also examining related parties to ensure that public services, supervisory functions, and regional roles have been carried out in accordance with duties and regulations. Any violations or negligence found will be followed up according to the law.
