DKI Jakarta Council Summons PAM Jaya Over Worker Deaths in TMII Culvert

Hengky Wijaya, Secretary of Commission B of the Jakarta DPRD from the PKB faction, said the council will summon the management of PT Moya Indonesia and PAM Jaya’s board of directors following an incident in which three subcontractor workers died in the culvert of a clean water pipeline project in the Taman Mini Indonesia Indah (TMII) area of East Jakarta.

The three workers died while working on the clean water distribution pipeline network on Thursday (9/7/2026). Preliminary indications suggest the victims suffered from a lack of oxygen and exposure to hazardous gases in the confined space. Hengky expressed his deep condolences and urged that the case be handled thoroughly and transparently.

“We extend our deepest condolences. Three lives were lost while working to earn a living, and this must not be treated as an ordinary occupational risk that ends simply with an apology or a warning letter,” said Hengky on Tuesday (28/7/2026).

Hengky stressed that Commission B of the Jakarta DPRD will summon PT Moya Indonesia as the project implementer, together with PAM Jaya, through a hearing (RDP) to demand an official explanation. He reminded that PAM Jaya, as a regionally owned enterprise (BUMD) of Jakarta, retains supervisory responsibility even though the work was carried out by third parties or subcontractors.

Hengky urged the police’s legal process to proceed objectively in order to probe potential negligence in the application of Occupational Safety and Health (K3) standards. In addition, he asked the responsible company to promptly fulfil all of the victims’ entitlements, including full compensation payments and employment social security benefits to the families left behind.

“PAM Jaya cannot simply throw responsibility onto the subcontractor. As the project owner, PAM Jaya is obliged to ensure that every working partner applies K3 standards in accordance with prevailing regulations. A warning letter alone is not enough,” he said.
