The Special Committee (Pansus) on Parking Management of the DKI Jakarta DPRD, along with executives, directly inspected the parking location at Blok M Square, Kebayoran Baru, South Jakarta, on Monday (11/5/2026).

Pansus Chairman Jupiter was accompanied by Vice Chairman Fuadi Luthfi and committee members Heri Kustantp, Francine Widjojo, Muhammad Al Fatih, Ryan Kurnia, and Andri Santosa. Also present was the Head of the Parking Unit (UP) of the DKI Jakarta Transportation Agency, Masdess Arouffy, along with his staff.

Jupiter confirmed that the inspection was an effort to oversee parking in DKI Jakarta. Subsequently, authorities sealed the illegal parking area. He stated that the activity was based on Letter No. 573/HK.01.02, signed by DKI Jakarta DPRD Chairman Khoirudin.

Jupiter emphasised that Pansus is protecting public rights and regional original revenue. He said the step demonstrates the firmness of the DKI Jakarta DPRD in upholding rules, as well as safeguarding public rights and regional finances.

“Based on Pansus findings, the parking operator is suspected of managing parking without holding a permit since 2023,” said Jupiter.

Suspected Criminal Elements

The Chairman of the Special Committee on Parking Management of the DKI Jakarta DPRD also uncovered suspected criminal elements in the form of tax embezzlement, which could harm state finances and eliminate potential regional original revenue (PAD) for DKI Jakarta.

“We urge all relevant parties, including oversight agencies and law enforcement apparatus, to follow up on these findings seriously and transparently,” he said.

He regretted the illegal parking practices in a strategic area like Blok M. Moreover, the area is an important part of the Blok M Hub development programme initiated by DKI Jakarta Governor Pramono Anung, as a centre for economy, MSME activities, youth creative spaces, and a modern integrated transportation hub in Jakarta.

According to him, future parking management must be directly handled by the UP Parking, with a digital-based cashless system that is integrated in real time and can be directly monitored.

“We do not want any more leaks or manipulations by certain individuals who impose levies on the public. Management must be carried out transparently, accountably, and modernly,” said Jupiter.

“We request that the results of the pansus recommendations be followed up, at the latest one month after being read in the plenary session. However, up to today, we can see the weakness in the supervision carried out by the government,” he said.

To that end, the Special Committee on Parking Management of the DKI Jakarta DPRD will continue to push for parking system reforms that are more transparent, integrated, and accountable, to prevent revenue leaks in the region.
