Jakarta (ANTARA) - Commission E of the DKI Jakarta DPRD has stated that it will continue to monitor the preparation of amendments to the Governor’s Regulation (Pergub) regarding Regional Performance Allowances (TKD) for teachers to ensure the process runs in accordance with provisions and does not neglect the rights of civil servant (PNS) teachers.

“Going forward, oversight will continue. We will monitor developments and ensure everyone receives their rights properly,” said Chair of Commission E M. Subki after receiving an audience from the Central Board of the DKI Jakarta PNS Teachers’ Forum at the Commission E DPRD DKI Jakarta Meeting Room on Tuesday.

Subki conveyed that the education sector remains a priority in the DKI Jakarta Provincial Government’s budget policies, so the TKD adjustment process for PNS teachers can soon find a clear path.

Subki hopes that PNS teachers in DKI Jakarta will continue to follow the ongoing process. Commission E will serve as a bridge between teachers and the Provincial Government so that TKD issues can be resolved fairly.

“To the PNS teachers who have felt short-changed so far, insyaallah the process is underway. Hopefully, adjustments will not be long in coming,” he said.

In that audience, Commission E involved several related Regional Apparatus Organisations (OPD). Among others, the DKI Jakarta Regional Civil Service Agency (BKD), DKI Jakarta Education Office, and the Legal Bureau of the Provincial Secretariat of DKI Jakarta.

According to him, the presence of executive elements is important so that teachers’ aspirations receive direct technical explanations. “They conveyed it today. In front of us are also BKD, Education Office, and Legal Bureau,” he said.

Currently, the DKI Jakarta Provincial Government is preparing amendments to the Governor’s Regulation (Pergub) regarding teachers’ TKD. Those amendments refer to the Supreme Court’s decision. It requests the DKI Provincial Government to align TKD regulations for teachers.

The preparation of Pergub amendments must consider higher regulations. One of them is Government Regulation (PP) No. 12 of 2019 on Regional Financial Management.

That regulation serves as the basis for providing additional income to Civil Servants (ASN). Considering the regional financial capacity and DPRD approval.

In addition, the DKI Provincial Government must also consider job evaluation provisions as regulated in Minister of State Apparatus Empowerment and Bureaucratic Reform Regulation (Permen PANRB) No. 34 of 2011 on Job Evaluation Guidelines.

Meanwhile, Head of BKD DKI Jakarta Premi Lasari said that her side is paying attention to the Minister of Home Affairs’ Decree (Kepmendagri) No. 900.1.3.2-1287 of 2024 in the process of providing Additional Employee Income (TPP) for ASN in local governments.

Therefore, the calculation of teachers’ TKD needs to be done carefully. The DKI Jakarta Provincial Government must consider regional financial capacity, job class, performance achievements, and applicable provisions.

“There are many factors in the calculation formula. We also pay attention to the regional fiscal capacity,” she said.
