DKI DLH: Riverside Area at Tanah Kusir Cemetery is Temporary Waste Storage
The DKI Jakarta Environment Agency (DLH) has affirmed that there was no dumping of waste from DLH vehicles into the Pesanggrahan River at Tanah Kusir Public Cemetery in Kebayoran Lama, South Jakarta. DLH Head Asep Kuswanto stated that the location is an emplacement or temporary storage site for river waste.
“I need to explain to all my friends that the emplacement, particularly at Tanah Kusir Public Cemetery, has been in place since 2014 and is one of the first such sites we use in DKI Jakarta,” Asep told reporters on Friday (27/3/2026).
He explained that the emplacement’s function is for the temporary placement of waste originating from rivers, not household waste.
“The function of this emplacement is indeed as a temporary storage site for waste from rivers and water bodies, not from residents. So this emplacement serves water body waste from Pesanggrahan, Kebayoran Baru, and Kebayoran Lama,” he said.
Asep explained that there are six mini-dumps serving the emplacement. The waste is then moved using an excavator to be promptly transported to TP Simatupang or TPST Bantargebang.
“There are about six mini-dumps served through this emplacement, and as a temporary waste storage site. Then it is moved using an excavator that has been there for a long time, transferred to dump trucks, our small trucks,” he said.
“Then taken to TP Simatupang or to Bantargebang, to TPST Bantargebang as our final processing site in Bantargebang and TP Simatupang,” he added.
Asep described the emplacement as similar to a TPS for placing waste from water bodies in three sub-districts.
“So we assure you it’s not household waste, kitchen waste, household rubbish. But purely waste from water bodies, from rivers that we temporarily place, and this emplacement is also used by the Parks and City Forest Service among others,” he clarified.
“For the results of topping if they have a lot of leaves in this cemetery. And that is sometimes used by the parks service to store their waste, then transported by us to TP Simatupang or TPST Bantargebang,” he concluded.

From photos seen by detikcom, the vehicle is labelled ‘UPK Water Bodies DKI Jakarta Provincial Environment Agency’. It was narrated that residents suspected the vehicle was blocking the road and dumping waste near the river.
Head of the Water Bodies Waste Handling Unit (UPSBA) of DKI DLH, Dadang Cahya Rusdiana, explained that the activity of the dump pickup vehicle in the post is part of official operations for handling water body waste, not dumping into the river.
Based on field investigations, the location in question is an official emplacement point or temporary storage owned by UPSBA in the Tanah Kusir Public Cemetery area, specifically in the Special Block.
“We need to clarify, there is no waste dumping into water bodies. The activity seen is the official temporary storage process for waste from water bodies, and all operations at the site are well-controlled with one heavy equipment unit in place and daily routine transport to the Perintis emplacement,” Dadang said in his statement on Thursday (26/3).
