Governor of DKI Jakarta Pramono Anung has confirmed that the work-from-home (WFH) policy for civil servants within the DKI Provincial Government (ASN DKI) is now officially being implemented. The WFH scheme for ASN DKI applies to a portion between 25 and 50 percent, adjusted to the needs of each regional apparatus.

“Jakarta has issued instructions from the Secretary General. We have held meetings. I am confident that Jakarta is the first to regulate this, and I have personally signed the Governor’s Regulation,” said Pramono in Central Jakarta on Friday (10/4).

He explained that the regulation is actually effective from 1 April 2026. However, as it coincided with a holiday, the effective implementation begins today.

“The range is between 25 to 50 percent, effective from 1 April. But since 1 April was a holiday, we are implementing it effectively today,” he stated.

Regarding supervision, Pramono emphasised that the DKI Provincial Government has adequate infrastructure to ensure the policy runs according to the rules.

“Yes, supervision in Jakarta is supported by strong infrastructure,” he said.

The DKI Provincial Government views this partial WFH policy as part of efforts to maintain work productivity while adapting to mobility dynamics and public service needs in the capital.

Observations by Media Indonesia on the 20th floor of the Ali Sadikin Building at DKI Jakarta City Hall showed that several desks and chairs of ASN were not fully occupied. The 20th floor houses the DKI Jakarta Provincial Personnel and Human Resources Development Agency (BKD). In addition to the sparsely occupied work areas, the motor vehicle parking lot was also not as full as before.

As information, the DKI ASN WFH Guidelines are Tightened, with Detailed Regulations on Work Hours to Virtual Ethics

The DKI Jakarta Provincial Government has detailed the code of conduct for DKI ASN while carrying out official duties from home under WFH. These rules not only cover work procedures but also emphasise discipline, ethics, and employee responsibility in maintaining the professionalism of public services.

Under these provisions, DKI ASN are still required to work full-time during office hours, from 07:30 to 16:30. During this period, employees must be responsive to all assignments, including requests for assistance or information from superiors or colleagues related to official duties.

Discipline is also reflected in appearance and work attitude. DKI ASN are asked to wear neat and polite clothing even when working from home, and to ensure a conducive work environment that does not disrupt productivity.

More detailed rules also target the conduct of virtual meetings. DKI ASN are required to keep their cameras on during meetings, avoid other activities outside the meeting agenda, complete attendance lists, and report discussion outcomes to direct superiors. These provisions reinforce that face-to-face work standards are maintained in the remote work system.

Additionally, information security is a serious concern. DKI ASN must safeguard state and position confidentiality, and remain subject to disciplinary provisions under applicable laws and regulations. They are also urged to avoid any behaviour, statements, or actions contrary to the code of ethics, and to prioritise official interests over personal ones.

On the other hand, the DKI Provincial Government has also set several strict prohibitions. DKI ASN are not permitted to engage in non-official activities or travel during WFH hours. Results of virtual meetings must not be disseminated, except for reporting to superiors and internal coordination. Employees are even prohibited from turning off communication channels during work hours.
