DKI Civil Servants' WFH Conditions Every Friday: Minimum 2 Years of Service and Not Currently Under Punishment
Jakarta Governor Pramono Anung has issued a circular on Work Culture Transformation, which includes provisions for work from home (WFH) every Friday for civil servants (ASN) of the DKI Provincial Government. One of the requirements is a minimum service period of two years.
Viewed by detikcom on Tuesday (7/4/2026), the regulation is contained in Circular Letter (SE) Number 3/SE/2026, signed by Pramono. This policy follows up on the Ministry of Home Affairs’ SE regarding the transformation of civil service work culture.
Under the latest regulation, WFH can be applied to 25–50% of employees in each DKI Provincial Government work unit. However, ASN eligible for WFH must undergo selection based on the characteristics of their respective duties.
The requirements for ASN allowed to WFH are quite specific. Among others, they must not be undergoing disciplinary punishment and must have more than two years of service.
ASN who meet the WFH criteria are still required to follow online attendance through the mobile attendance application from 06.00–08.00 WIB and 16.00–18.00 WIB. ASN working from home must also report daily performance achievements.
Direct superiors are required to strictly verify employee attendance. However, not all DKI Provincial Government work units are allowed to implement WFH.
Services that are direct to the public, such as health, education, cleanliness, as well as licensing and population services, are listed as exceptions. High-ranking officials, district heads, and sub-district heads also cannot participate in the WFH scheme.
Heads of regional apparatus are required to report the implementation of the SE every month through the link provided by the DKI Regional Civil Service Agency (BKD). WFH evaluation is conducted every two months and can be adjusted based on needs.
“This circular is made to be implemented as best as possible and with full responsibility,” as stated in the SE.
