DKI assures Population Control Bylaw does not restrict right to reside
The DKI Jakarta Provincial Government has assured that the draft regional regulation (Raperda) on Population Control does not restrict anyone’s right to reside, but rather serves as an effort to create orderly, inclusive and sustainable population mobility governance.
“In implementing this policy, the executive continues to guarantee everyone’s right to determine their place of residence,” said Deputy Governor of DKI Jakarta Rano Karno during a plenary meeting in Jakarta on Wednesday.
The statement was delivered in response to questions from the PKS faction, Nasdem Party faction, Golkar Party faction, Gerindra Party faction, Democratic Party and Perindo faction, PSI faction, PAN faction, PKB faction and PDI Perjuangan faction regarding the arrangement of population distribution and mobility management.
Rano said the Raperda on Population Control is an important part of achieving a balance between population movement dynamics and the carrying capacity and accommodation capacity of the region.
This policy, he continued, is needed to ensure that population development in DKI Jakarta Province takes place in harmony with Jakarta’s characteristics as a global city, an economic centre, and a region with a very high level of population mobility.
Rano also responded to proposals from the PKS faction, Gerindra Party faction, Democratic Party and Perindo faction, Nasdem Party faction, Golkar Party faction, PDI Perjuangan faction, and PKB faction regarding the need for regulation of population quantity control.
He said the DKI Jakarta Provincial Government, as the executive, has the authority to implement population control in order to achieve balanced and quality population growth.
Efforts to control population quantity include, among others, birth regulation through the family planning programme, as well as reducing mortality rates through the implementation of policies directed at improving quality of life and extending life expectancy through integrated and sustainable health services.
The executive, Rano continued, agrees with the Nasdem Party faction, Golkar Party faction, Democratic Party and Perindo faction, PKB faction, and PDI Perjuangan faction that improving population quality is part of the population control Raperda aimed at enhancing capacity, welfare, and quality of life of the community.
“Through the fulfilment of basic services and the development of population potential, so that they are able to participate productively in development, including providing special attention to vulnerable and poor populations,” said Rano.
For the DKI Jakarta Provincial Government, this bylaw provides a legal umbrella for population control, so that it can be carried out in a directed, integrated and data-based manner, thereby supporting the improvement of quality of life and equitable services for all Jakarta residents.
