DKI ASN WFH Remains Under Strict Supervision, Pramono: Cameras Must Be Active
Governor of Jakarta, Pramono Anung, has established a work-from-home (WFH) policy for civil servants (ASN) every Friday through Circular Letter (SE) Number 3/SE/2026 dated 6 April 2026.
In the regulation, Pramono emphasises that work flexibility must not diminish ASN discipline in carrying out official duties.
“Guidelines for ASN employee behaviour (code of conduct) while performing official duties from home,” states the SE signed by Pramono.
ASN are still required to work according to normal office hours, namely from 07:30 to 16:30 WIB. During this period, employees must remain responsive to assignments and work communications.
In addition, standards of professionalism are still enforced. ASN are required to wear neat and proper attire even when working from home.
Strict rules also apply to online meetings. ASN are required to keep their cameras on during meetings.
“In every virtual meeting, the camera must be active, no other activities should be conducted, and the meeting results must be reported to the direct superior,” stipulates the provision in the SE.
The DKI Provincial Government also emphasises the importance of maintaining a conducive work environment at home to ensure productivity remains optimal.
On the other hand, aspects of ethics and information security are given serious attention. ASN are required to safeguard state and official confidentiality and comply with all applicable laws and regulations.
“ASN must maintain attitudes, behaviour, and speech in accordance with the code of ethics and prioritise official interests over personal ones,” the policy states.
Several prohibitions are also regulated. ASN are not permitted to engage in activities outside official duties during working hours, including travelling without official reasons.
Furthermore, results of virtual meetings must not be disseminated except for reporting or internal coordination purposes.
“Employees are also prohibited from turning off communication channels during working hours,” the regulation states.
This policy is part of the DKI Provincial Government’s efforts to maintain ASN performance and discipline amid the implementation of flexible work patterns, while ensuring public services remain optimal and accountable.
