DJSN says DTSEN improvements will determine the eligibility order for JKN premium subsidies
Jakarta (ANTARA) - The National Social Security Council (DJSN) has stated that improvements through the National Socioeconomic Single Data (DTSEN) will support the determination of the eligibility order for recipients of subsidised premiums (PBI) under the National Health Insurance (JKN) scheme, so that assistance is better targeted.
Royanto Purba, Chair of the General Policy Commission at DJSN, said DTSEN is still in the process of data improvement, so that process must be awaited, although it will not be as immediate as hoped due to various criteria.
“However, perhaps where we often go wrong is that when deciles are pegged to the poverty level, that may be less accurate, but it is perhaps more about the order of who is more deserving of assistance, because for instance if a newborn enters decile one, then more of our workers would be counted as poor,” he said in Jakarta on Tuesday.
Therefore, he said, the public needs to be patient because the data is quite dynamic and constantly changing, so its improvement must continue to be supported.
“In fact, earlier I asked our friends from the labour unions to please provide input so it can be faster, just as at the beginning there were those who fell out of the premium subsidy recipient list, as happened most notably in Garut, West Java, where DJSN went down and we proactively reached out, and at that time the healthcare facilities also reached out directly. Therefore, I think we must continue to support DTSEN in its future improvements,” he explained.
Sunarto, Secretary of the Directorate General of Advanced Health at the Ministry of Health, said the shift is intended to make the healthcare service payment mechanism more precise, measurable, and in line with the competence of healthcare facilities (faskes).
“IDRG will be used to improve the payment pattern, especially in determining claim amounts and diagnosis grouping. With this system, service competence is expected to be better measured so that payments to healthcare facilities become more appropriate to the services provided,” he said.
He explained that the main benefit of IDRG in the context of JKN reform is improving payment accuracy through a diagnosis-based grouping system, which allows the government and BPJS Kesehatan to have a clearer basis for determining claim amounts based on the type of illness and services provided.
