Through this regulation, the implementation of Digital Stamp Impressions will have a clear mechanism, ranging from the providers capable of delivering the service to the oversight process.

he Directorate General of Taxes (DJP) has issued the Director General of Taxes Regulation Number PER-11/PJ/2026 concerning Digital Stamp Impression Printer Providers, which has been in effect since 22 September 2026.

The regulation governs the provision of devices used in the implementation of Digital Stamp Impressions (MTD), including provider requirements, device specifications, and supervision.

“The issuance of PER-11/PJ/2026 is a vital part of the implementation of stamp duty payments using Digital Stamp Impressions. Through this rule, providers, devices, and oversight are clearly regulated so that implementation proceeds in accordance with the provisions,” said the Director of Counseling, Services, and Public Relations, Inge Diana Rismawanti, in her statement in Jakarta on Tuesday.

The issuance of this rule is a follow-up to the use of MTD, which was previously regulated under Minister of Finance Regulation Number 78 of 2024 concerning the Implementation Provisions of Stamp Duty.

MTD refers to a stamp in the form of a label affixed to a document using an MTD Printer. An MTD Printer is a specialised device connected to the DJP’s Digital Stamp Impression System and possesses specifications determined by the DJP.

To be appointed as an MTD Printer Provider, applicants must submit a request to the Director General of Taxes electronically through designated channels. Applicants must also meet several requirements, including being a legal entity based in Indonesia, complying with taxation provisions, and possessing information technology infrastructure, including data centres located within Indonesia.

The DJP conducts supervision regarding the fulfilment of these obligations and may impose sanctions such as warnings, temporary suspension, or revocation of appointment if the provisions are not met.

“Through this regulation, the implementation of Digital Stamp Impressions has a clear mechanism, from the providers capable of providing the service to the oversight. The DJP will ensure that the entire process runs in accordance with the established provisions,” said Inge.
