DJKN Expands Implementation of State Asset Insurance with Disaster Pooling Fund
The Directorate General of State Assets (DJKN) at the Ministry of Finance is strengthening fiscal resilience against disaster risks by expanding the implementation of State Asset Insurance (ABMN) funded by the Disaster Pooling Fund (PFB). As part of this implementation, the ABMN Consortium handed over insurance policies to participating ministries and agencies, while also realising claim payments for state assets affected by Cyclone Senyar flooding in Sumatra in 2025. Director General of State Assets Evita Manthovani stated that this step marks an important milestone in strengthening state asset risk management, while ensuring that the recovery process for public services can take place more quickly when a disaster occurs. She explained that insuring state assets is part of a transformation towards more adaptive state asset management in the face of disaster risk. Previously, post-disaster asset rehabilitation generally relied on the budgeting process through the State Revenue and Expenditure Budget (APBN). However, through the Disaster Risk Finance and Insurance (DRFI) strategy, the Ministry of Finance, via the DJKN, is introducing State Asset Insurance with PFB funding as a risk management instrument that allows for faster recovery through a claim payment mechanism when risks materialise, while also reducing the fiscal burden of premium financing.
