DJBC Chief Reveals Strategy to Achieve Rp2.8 Trillion Revenue Target from Gold Export Duties

Jakarta, CNBC Indonesia - The Director General of Customs and Excise at the Ministry of Finance, Djaka Budhi Utama, has revealed the government’s strategy to pursue the state revenue target from gold export duties, set at around Rp2.8 trillion.

Djaka explained that his agency will continue to prioritise an incentive-based approach. This includes facilities for businesses that export gold in accordance with Finance Ministerial Regulation (PMK) No. 80 of 2025 on the determination of tariffs for gold export duties. As is known, this regulation has been in effect since December 2025.

“Customs and Excise will continue to provide facilities to entities that export gold, of course in accordance with what is stated in the PMK that has been in effect since December 2025,” Djaka said during a press conference, quoted on Wednesday (29/4/2026).

Nevertheless, Djaka acknowledged that the realisation of revenue from the gold export duty policy, which began to be implemented at the end of last year, remains very minimal.

The government hopes that gold exporters will soon increase their export activities so that the set revenue target can be achieved.

“We hope that from those exporters, state revenue can be in line with what is targeted. Meanwhile, up to now, the value we can collect from gold export duty revenue is still very, very minimal,” he said.

According to him, the low revenue is partly due to the attitude of business actors who tend to hold back exports. Some exporters choose not to sell gold to foreign markets and instead divert it to domestic producers.

“Because perhaps the exporters are holding back from exporting or selling to domestic producers,” he said.

Director of Communication and User Guidance at DJBC, Nirwala Heryanto, revealed that throughout January to March 2026, the gold export volume was only 44.5 kilograms. This figure is far from the Customs and Excise target and the 2025 realisation.

Throughout 2025, Customs and Excise recorded gold exports reaching 15,394 kilograms. Thus, gold exports could reach around 3,848 kilograms per quarter. This achievement was obtained before the gold export duty came into effect.

“That means around 15.3 tonnes. Since the export duty was imposed, compared to January-March 2026, it was only 44 kilos. It has dropped a lot, while the target is around Rp2.8 trillion. Now it’s only a little,” said Nirwala to reporters on Monday (28/4/2026).

Nirwala also emphasised that the imposition of the gold export duty aims to ensure the availability of gold domestically.

“The function of the export duty is one of them to ensure the availability of that commodity domestically,” he said.
