The Yogyakarta Special Region (DIY) government is continuing to refine the implementation framework for Work From Home (WFH) among its civil servants (ASN). However, the DIY government has indicated a preference for Wednesday as the designated WFH day for ASN. Here is the reasoning.

DIY Secretary, Ni Made Dwi Panti Indrayanti, explained that Friday was not selected for WFH because the DIY government already has a Car Free Day policy on that day. Therefore, achieving the WFH objectives of efficiency would be suboptimal.

“So, on Friday, if we implement WFH, we also have Car Free Day, which makes it a bit complicated to arrange,” Made told reporters at the Kepatihan Complex on Wednesday (8/4/2026).

Secondly, Made continued, the reason for not choosing Friday for WFH is to eliminate perceptions of a long weekend.

“When we say WFH, we don’t want it to be perceived as a holiday as well, so we’re considering placing WFH on Wednesday,” Made added.

Made stated that the DIY government is nearly ready to issue a circular letter (SE) regarding this ASN WFH policy. Only a few technical aspects need further adjustment.

“The SE has been submitted, but it’s currently being reviewed and revised by colleagues. Hopefully, it will start next week,” she said.

The substances currently being refined aim to sharpen the objectives of the ASN WFH policy, namely efficiency. According to Made, WFH is not only about reducing fuel consumption but also other energy uses.

“We also look at what they will do during WFH, so efficiency is viewed not just from them not working in the office,” Made explained.

“That means there are aspects related to, if they are in the office, certain rooms have WFH quotas, then we can focus them in one workspace, and turn off the electricity in the others,” she continued.

Furthermore, Made explained that the technical determination of WFH will not be absolute. This means there will still be adjustments based on periodic evaluations, especially concerning service quality impacted by WFH.

“We will have an evaluation form; if services are disrupted, that will also be a correction. This is not something fixed; we will evaluate it,” Made revealed.

“When the central government says at least 50% (ASN WFH), but there are disruptions in terms of service quality, quantity—for example, documents that should be completed 100% can only be 50%, causing delays—that will be our correction,” she added.

In addition, ASN are required to submit performance reports during WFH. If productivity declines with WFH, this will also be evaluation material.

“The report is important, so we are also creating a template for it; for task of person A, they will report what they have done,” Made clarified.

“Perhaps one ASN is WFH but only produces one output that might not be too heavy; this will also be evaluated. Whether they actually need WFH or not, or perhaps they don’t have work and aren’t given responsibilities,” she concluded.
