The Southwest Papua Manpower Office (Disnaker) has emphasised that every foreign worker (TKA) operating in the region must possess a Rencana Penggunaan Tenaga Kerja Asing (RPTKA) before commencing any work activities.

Manpower Supervisor at the Southwest Papua Manpower Office, Frans Kalasin, stated in Sorong on Friday that this obligation is stipulated in labour regulations, including Government Regulation Number 34 of 2021 concerning the Use of Foreign Workers and technical rules from the Ministry of Manpower.

“Every foreigner who works must have a work permit, one of which is the RPTKA as a plan for the use of foreign workers submitted by the employer,” Frans said.

He noted that the foreign workers are spread across Raja Ampat Regency with 79 people, Sorong Regency with eight people, and Sorong City with 83 people. Frans added that these figures are continuously updated as the foreign worker reporting system is still integrated with data from West Papua.

During supervision, the office found several issues in the field, including employers who were negligent or failed to process the RPTKA for the foreign workers they employed. Additionally, they discovered foreign nationals holding residence permits who were engaged in work activities without fulfilling labour requirements.

He added that one of the supervisory challenges arises when foreign workers are employed in businesses that are not limited liability companies (PT) or in privately managed business activities. According to him, foreign workers may only work for employers who meet legal requirements, making this a focus of Disnaker’s oversight.

Disnaker Southwest Papua is also pushing for stronger coordination with the Immigration Office and other relevant agencies to ensure that the presence and activities of foreign workers comply with regulations.

“We hope for synchronised supervision between manpower and immigration authorities so that any violations can be prevented early,” Frans said.
