'Disguised' prostitution?

In Semarang, Central Java, we now hear of the word ciblek,
used in the phrase cewek cilik betah melek (young girls who like
to stay up all night). The girls mostly linger about Simpang Lima
and are feared to practice "disguised" prostitution. This
phenomenon can be categorized as a social illness, just like drug
abuse and student brawls.
To solve the problem of this social illness the government
must have the political will to take preventive and, if
necessary, repressive measures. Also the authorities should try
to find out the cause of the phenomenon.
In Thailand, the problem of prostitution involving teenagers
urged the Thai government to pass a law banning the sexual
exploitation of teenagers. In this country, sex services have a
close relationship with the advanced tourist industry. In
developed countries young citizens are securely protected by the
law. Doesn't Indonesia have such a law to protect its children?
