Discipline and traffic

The intersection in Slipi, West Jakarta is one of the most
crowded spots in the city. Every day, scores of people stand in
front of the Jakarta Design Center waiting for their buses.
As a matter of fact, a bus stop exists there, but it is not
large enough to shelter the huge crowd. This makes it difficult
for drivers to pick up and drop off passengers.
A barrier is now being erected to prevent the crowd from
standing in the road.
A problem has arisen. The crowd's freedom of movement is being
restricted by the barrier, so that commuters venture out into the
road. The buses then have no choice but to pick up and drop off
passengers in the middle of the road.
It seems to me that national discipline is being narrowly
interpreted in terms of the smooth flow of vehicles, without
considering the human aspect.
A multi-storied apartment building will soon be officially
dedicated right in front of the bus stop. I wonder whether the
traffic sign in front of the building will be moved further away
from the present site in order to facilitate movement of vehicles
entering or leaving the apartment.
Who actually needs disciplining, the vehicles or the crowd?
