Director General of Spatial Planning: Accelerated RDTR-OSS Integration Key to Attracting Infrastructure Investment
Director General of Spatial Planning Suyus Windayana spoke at the thematic forum on Infrastructure Investment Process in Indonesia, held as part of the International Conference on Infrastructure (ICI) 2025 on Wednesday (11/6).
The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) official emphasised in his presentation that accelerating the preparation and integration of Detailed Spatial Plans (RDTR) with the Online Single Submission (OSS) system is key to attracting infrastructure investment in Indonesia.
Director General Suyus Windayana stated that the government has introduced two policies to attract investors. "First, from the regulatory side. We already have regulations under the Job Creation Law and Government Regulation 21 of 2021. This regulation provides numerous facilitations for business activities, non-business activities, and national strategic projects," he said at the event held at the Jakarta International Convention Center.
He explained that the Ministry of ATR/BPN continues to push for the accelerated preparation of RDTR across various regions. The target is to issue 2,000 RDTR over the coming years, with more than 100 RDTR published annually.
RDTR that have been integrated with OSS have proven to deliver a significant impact on the speed of location permit services and other business licensing processes.
"Based on data, from the roughly 350 RDTR already integrated with OSS, investment permit applications have reached approximately 340,000. Compare this with areas that do not yet have RDTR and are not connected to OSS, where only around 20,000 services have been processed. So, when OSS is available, services are faster — they can be completed in one day," Director General Suyus Windayana explained.
