Director General of Regional Finance: Additional TKD Must Be Used on Target and on Time

The government continues to oversee the utilisation of additional regional transfer funds (TKD) and interregional financial assistance to accelerate the recovery of disaster-affected areas in Aceh. The fiscal support is expected to be used in a targeted, timely, effective, and accountable manner so that the benefits are immediately felt by the community. Director General of Regional Finance Development at the Ministry of Home Affairs, Agus Fatoni, stated that disasters can affect the administration of regional governance, public services, and development. Therefore, the government is present through various instruments, including fiscal support for affected regions. “Regional governments are provided with additional TKD and also financial assistance from other regional governments, namely the regional governments of North Sumatra and West Sumatra Provinces,” Fatoni said during his online remarks at the Assistance and Monitoring of Adjustment of Regional Transfer Allocations for District/City Governments Affected by Disasters in Aceh Province on Thursday, 25 June 2026. According to Fatoni, this policy is a form of the government’s commitment to maintaining the continuity of public services, accelerating emergency response, supporting rehabilitation and reconstruction, and restoring the socio-economic conditions of communities in disaster-affected areas. However, he emphasised that fiscal support must be accompanied by sound regional financial governance, covering planning, budgeting, implementation, administration, reporting, and accountability. “The entire process must proceed in accordance with the provisions of laws and regulations,” he said. For this reason, the Ministry of Home Affairs is conducting assistance and monitoring to ensure that the use of additional TKD and financial assistance aligns with the intended purposes. The activity also serves as a means to identify various obstacles and find solutions so that the implementation of recovery programmes runs optimally. Fatoni urged regional governments to ensure that the use of additional TKD and financial assistance is in line with the allocations set by the government. In addition, programme implementation needs to be accelerated while upholding the principles of accountability, transparency, effectiveness, and efficiency. He also stressed the importance of strengthening coordination between regional governments, Regional People’s Representative Councils (DPRD), the Government Internal Supervisory Apparatus (APIP), and various other stakeholders. This step is necessary to minimise potential administrative or legal issues in the implementation of recovery programmes. Furthermore, the quality of reporting and monitoring needs to be continuously improved so that the central government can evaluate the effectiveness of fund usage while providing support to resolve various obstacles faced by the regions. “Ensure that all fiscal support is truly absorbed for the priority needs of affected communities, whether for the restoration of basic infrastructure, public services, or the social and economic recovery of the community,” Fatoni said. He is optimistic that synergy between the central government, regional governments, the National Disaster Management Agency (BNPB), Regional Disaster Management Agencies (BPBD), the Ministry of Finance, and all stakeholders will accelerate the recovery of disaster-affected areas. According to him, every fiscal support provided by the government must yield tangible benefits for the community. “Hopefully, this meeting will be an important momentum in strengthening regional financial governance that is increasingly effective, accountable, responsive, and in line with the needs of the community,” he concluded. The forum, held in a hybrid format at the Multipurpose Building of the Aceh Governor’s Office, was attended by representatives from the Ministry of Home Affairs and the PRR Task Force, as well as representatives from 18 districts/cities across Aceh, including the Aceh Provincial Government, the Gayo Lues BPBD, the Langsa City BPKD, and the Aceh Singkil, Central Aceh, and Southeast Aceh regency governments.
