Director General of PPTR pushes for abandoned land enforcement
The Director General of Land and Spatial Control and Enforcement (PPTR) at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Lampri, has called on officials of the East Java BPN Regional Office and their staff to push for the enforcement of abandoned land.
Lampri said in Surabaya on Wednesday that the granting of land rights is not the final point of land administration, because every attached right always carries three absolute elements: Right, Restriction, and Responsibility.
“I ask all land affairs personnel to fundamentally change their work orientation from merely managing to also being able to control the territory,” he said.
Lampri said every regional leader and section head must master six key questions: where is the object, who holds the rights, how is it actually being used, is it in accordance with the spatial plan/detailed spatial plan, are its obligations being fulfilled, and what corrective steps are needed.
“Land affairs personnel should change their perspective by shifting from being mere administrative file managers to responsive territorial controllers in the field,” he said.
Head of the East Java BPN Regional Office, Muhammad Naim, said the strategic role of the Regional Office and Land Offices across East Java is not limited to enforcing objects indicated as abandoned, but also includes controlling and identifying land rights.
“On behalf of the East Java BPN Regional Office, we hope the participants attending this event will listen carefully to the direction and guidance from the Director General of Land and Spatial Control and Enforcement regarding the enforcement of abandoned land,” he said.
Since 2010, the implementation of land control and enforcement activities in East Java has reached 485 land rights parcels covering 11,140.65 hectares that have been successfully entered into the Database of Land Indicated as Abandoned.
In addition, approximately 45 land rights parcels covering 160.96 hectares have been officially designated as abandoned land through a Decree of the Minister/Head of BPN.
