Digitising social assistance via SPLP for precise targeting
Jakarta - The Ministry of Communication and Digital (Kemkomdigi) facilitates inter-ministerial data exchange through the Government Services Linking System (SPLP) to ensure social assistance distribution is more connected, faster, and secure.
Director General of Digital Government Technology Mira Tayyiba stressed that digitising social assistance is not merely about app development, but strengthening a cross-agency public service ecosystem that is interconnected, secure, and data-driven.
“The ultimate goal is simple yet critical: ensuring eligible citizens receive aid while those no longer qualifying do not,” Mira stated during a press conference at the Ministry of Communication and Digital in Jakarta on Tuesday.
Meanwhile, the National Cyber and Crypto Agency (BSSN) safeguards security, while sectoral data owners provide supporting data to strengthen beneficiary verification, coordinated through the Government Digital Transformation Acceleration Committee.
Mira explained that SPLP acts as a ‘digital bridge’ enabling optimal inter-agency data exchange. It allows relevant government systems to share data as needed, within their authority and according to security standards.
Through SPLP, the Social Protection Portal managed by the Ministry of Social Affairs connects with various government and agency data sources to support beneficiary verification and validation. Data exchange occurs as required while prioritising personal data protection principles.
The government will gradually expand the social assistance digitisation trial to 42 regencies and cities from June 2026.
Kemkomdigi also urged citizens to access social assistance services only through official government channels with .go.id domains and remain vigilant against suspicious links requesting personal or banking details.
“We urge the public not to trust entities demanding fees or rewards in the name of social assistance. If in doubt, verify through official government channels,” she added.
