Digitalisation of social protection enhances data accuracy and timeliness

The government is trialling the digitalisation of social protection (Perlinsos) programmes to create connected processes, clear service flows, and improved data accuracy and timeliness. Mira Tayyiba, Director General of Digital Government Technology at the Ministry of Communications and Digital (Kemkomdigi), said the initiative aims to address challenges in social aid distribution such as duplicate data, inconsistent or outdated information, and lengthy verification processes. ‘The government is currently trialling digital technology in social aid delivery processes, focusing on creating connected workflows, clear service pathways, and enhanced data accuracy and timeliness,’ Mira said at a press conference in Jakarta on Tuesday. The government is building a digital Perlinsos system based on Digital Public Infrastructure (DPI), supported by two main components: the Ministry of Home Affairs’ Digital Identity (IKD) and the Government Service Linkage System (SPLP) developed by Kemkomdigi. Mira explained that IKD enhances beneficiary identity verification accuracy, while SPLP acts as an interoperability platform enabling faster and integrated data exchange between government agencies. Support from both components is expected to make registration, eligibility verification, objection submissions, and follow-up actions more transparent and accountable. This will enable social aid distribution to be more orderly, transparent, swift, and fair, as all implementation aspects are data- and system-based. The digitalisation trial of Perlinsos has been conducted in Banyuwangi Regency in two phases: registration in September 2025 and objection mechanisms in March-April 2026. The government plans to expand the trial to 42 districts and cities, scheduled to begin in June 2026. ‘Additionally, the Government Digital Transformation Acceleration Committee will coordinate efforts to ensure a cohesive approach,’ Mira added.
