Digital Transport Ecosystem Presidential Regulation Targeted for Completion This Week

Minister of Micro, Small, and Medium Enterprises (MSMEs) Maman Abdurrahman has stated that the Presidential Regulation (Perpres) on the Digital Transport Ecosystem is targeted for completion within a week, following the government’s synchronisation of several articles. After attending a coordination meeting at the Nusantara III Building in Jakarta on Monday, Maman said only about two articles remain in the synchronisation and finalisation stage before the regulation is enacted. “We are now in the final stage of finalisation regarding the Perpres on the digital transport ecosystem. There are just a few articles left that we are synchronising and finalising. God willing, hopefully within this week it will be completed,” Maman said, as quoted from a press statement. He noted that one of the key points of agreement within the government is the designation of online motorcycle taxi (ojol) drivers as micro-enterprises. Maman said this status was chosen after considering the aspirations of the ojol driver community and associations that have engaged in dialogue with the government. “I have met with almost 20 ojol associations and communities. The majority of their aspirations lean towards MSMEs, meaning micro-enterprises,” he stated. According to Maman, the designation as a micro-enterprise allows ojol drivers to maintain flexibility in their business activities while gaining access to various MSME policies and incentives. “God willing, with their status as MSMEs, our ojol drivers will retain time flexibility. They can also benefit from several MSME incentive packages,” he said. He explained that MSMEs with an annual turnover of up to Rp500 million are exempt from income tax under existing regulations, and the average ojol driver’s turnover falls well below this threshold. Furthermore, Maman said the micro-enterprise status is expected to open opportunities for drivers to develop their economic capacity, including through vehicle ownership as a productive asset. Once the Perpres is enacted, relevant ministries and agencies will formulate derivative regulations according to their respective authorities. He emphasised that these rules must align with the spirit of improving driver welfare while ensuring the sustainability of the digital transport ecosystem.
